Located in the heart of Oakland's Rockridge district, InsideOut Design, Inc. is a partnership between architects and landscape architects which seeks to discover the seamless, symbiotic relationship of indoor and outdoor space, and the common ground between them.
We believe this concept exemplifies the best of what California living has to offer, with an added 21st century focus on sustainability. We offer architecture, landscape and interior design services, as well as irrigation audits and arborist reports, and have completed projects throughout the greater Bay Area.

Penn Phillips
LANDSCAPE ARCHITECT - PRINCIPAL
Penn Phillips is the Landscape Design Principal at InsideOut Design, and consistently approaches each project as a unique design with its own set of criteria, aesthetics and challenges. His diverse background includes not only extensive residential landscape projects, but regional planning, urban design, mixed-use land planning, multi-family housing, recreational sports fields, resort design, and participation in LEED certified projects throughout the San Francisco Bay Area. He has substantial experience in many specialized landscapes, from vegetated roof decks, to urban and suburban creek restoration design.
Penn holds a professional degree in Urban Planning, with an emphasis in Landscape Architecture, from Arizona State University. Post baccalaureate studies include a residency at the University of Wageningen in the Netherlands. He has served on the San Ramon Design Review Board and is a member of SPUR in San Francisco. Penn currently serves as the Landscape Consultant and City Arborist for the City of Lafayette, and reviews proposed development in landscape-sensitive sites. He is a registered Landscape Architect in California and Arizona, and is member of the International Society of Arboriculture (ISA) and the local Western Chapter to the ISA.
Penn lends his expertise in providing ‘green’ or ‘best management practices’ to every project. He often advocates the use of appropriate, drought tolerant vegetation with an emphasis placed on native plants.
